उत्तराखंड: चमोली जिले में दर्दनाक हादसा हो गया है। जानकारी के अनुसार गुरुवार को सुबह करीब सात बजे जोशीमठ मलारी हाईवे पर तपोवन एटी नाले के पास एक मैक्स पिकअप दुर्घटनाग्रस्त हो गई। वाहन दुर्घटना में जोशीमठ के बड़ागांव निवासी सावन कमदी पुत्र मोहन कमदी, उम्र 27 वर्ष की मौके पर ही मौत हो गई है। वाहन जोशीमठ की ओर आ रहा था। जोशीमठ पुलिस द्वारा शव को खाई से निकल लिया गया है। वहीं बुधवार रात को भी यहां एक वाहन खाई में गिर गया था। हादसे में दो लोगों को हल्की चोट लगी थी।
निजमुला में जेसीबी दुर्घटनाग्रस्त,3 की मौत..
वही चमोली जिले में बिरही-निजमुला सड़क पर भंवरी धार के पास एक जेसीबी दुर्घटनाग्रस्त होकर गहरी खाई में जा गिरी। घटना में एक महिला सहित तीन लोगों की मौत हो गई है। स्थानीय लोगों की सूचना पर थाना पुलिस चमोली और एसडीआरएफ की टीम मौके पर पहुंची और शवों को खाई से निकाल कर सड़क तक लाया गया। स्थानीय लोगों का कहना हैं कि जेसीबी सड़क पर आपदा से क्षतिग्रस्त हुए स्थानों में सुधारी करण कार्य कर रही थी। इस दौरान जेसीबी अनियंत्रित होकर गहरी खाई में जा गिरी। जिसमें तीन लोगों की दर्दनाक मौत हो गई है।
वर्ष 2022 में होने वाले उत्तराखंड विधानसभा चुनाव में सत्ता बरकरार रखने के लिए प्रदेश भाजपा कोई कोर-कसर नहीं छोड़ना चाहती है। विजय का रोड मैप तैयार करने के लिए पार्टी ने कार्बेट नेशनल पार्क के समीप ढिकुली (रामनगर) में तीन दिवसीय चिंतन शिविर आयोजित किया है। शिविर का औपचारिक उद्घाटन रविवार शाम उत्तराखंड भाजपा प्रभारी दुष्यंत गौतम, सह प्रभारी रेखा वर्मा, मुख्यमंत्री तीरथ सिंह रावत, प्रदेश अध्यक्ष मदन कौशिक व प्रदेश महामंत्री (संगठन) अजेय कुमार ने किया।
शिविर में प्रदेश भाजपा के कोर ग्रुप के सदस्यों के अलावा सरकार के सभी मंत्रियों की उपस्थिति बनी हुई है। चिंतन शिविर का सबसे महत्वपूर्ण पहलु यह है कि सोमवार को दूसरे दिन भाजपा के राष्ट्रीय महामंत्री (संगठन) बी.एल.संतोष इसमें भाग लेने के लिए सुबह ढिकुली पहुंचे। संतोष दो दिन तक शिविर में भाग लेंगे और उत्तराखंड भाजपा के चिंतन को धार देंगे।
संतोष का एक माह के अंतराल में उत्तराखंड का यह दूसरा दौरा है। चिंतन शिविर में भाग लेने से पहले वे मई माह के अंत में राजधानी देहरादून पहुंचे थे। देहरादून के तीन दिनी दौरे में उन्होंने पार्टी संगठन और सरकार के विभिन्न स्तर के नेताओं के साथ ताबड़तोड़ बैठकें की थीं और सरकार व संगठन की थाह ली। इस दौरान उन्होंने विभिन्न स्तर के नेताओं से एक-एक कर भी मुलाकात की। जो भी उनसे मिला उसे पूरी तन्मयता के साथ और जम कर सुना। उनकी इस कार्यशैली के पार्टी कार्यकर्ता कायल भी हुए।
बोम्माराबेट्टु लक्ष्मीजनार्दन संतोष, जिन्हें बी.एल.संतोष के नाम से जाना जाता है, संगठनात्मक कौशल और रणनीतिक प्रबंधन के माहिर समझे जाते हैं। लो प्रोफाइल रहने के बावजूद संतोष को परदे के पीछे का कुशल रणनीतिकार माना जाता है। माना जा रहा है कि चिंतन शिविर में उनकी उपस्थिति से उत्तराखंड भाजपा के रोड मैप में विविध आयाम जुड़ेंगे।
यहां बता दें कि भाजपा में राष्ट्रीय अध्यक्ष के बाद सबसे प्रभावी भूमिका महामंत्री (संगठन) की होती है। महामंत्री (संगठन) के पद पर राष्ट्रीय स्वयंसेवक संघ (आरएसएस) के प्रचारक की नियुक्ति होती है। संतोष जुलाई, 2019 में भाजपा के राष्ट्रीय महामंत्री (संगठन) नियुक्त हुए थे।
मूल रूप से कर्नाटक के रहने वाले संतोष ने कैमिकल इंजीनियरिंग की पढ़ाई की है। इंजीनियरिंग की डिग्री लेने के बाद उन्होंने थोड़ा समय के लिए नौकरी की। मगर उनका मन नौकरी में नहीं रमा। अपना आकर्षक करियर छोड़ कर वे राष्ट्रीय स्वयंसेवक संघ से जुड़ गए। उन्होंने कर्नाटक के विभिन्न क्षेत्रों में पूर्णकालिक कार्यकर्त्ता के रूप में संघ कार्य किया और अंततः संघ के प्रचारक बन कर अपना पूरा जीवन समाज कार्य के लिए समर्पित कर दिया।
अंग्रेजी, हिंदी, कन्नड़, तमिल अदि भाषाओं के जानकार संतोष वर्ष 2006 में कर्नाटक भाजपा के प्रदेश महामंत्री (संगठन) नियुक्त हुए। वर्ष 2008 में पहले दक्षिणी राज्य कर्नाटक में भाजपा की सरकार के गठन में उनकी भूमिका को भी महत्वपूर्ण माना जाता है। कर्नाटक में उन्होंने अपनी पहचान क्षमता वाले जमीनी स्तर के कार्यकर्ताओं को प्राथमिकता देने वाले के रूप में बनाई। संतोष का ध्यान पार्टी के कमजोर क्षेत्रों और पक्षों पर रहा है।
वर्ष 2014 में संतोष को भाजपा का राष्ट्रीय सह-महामंत्री (संगठन) नियुक्त किया गया और उनके जिम्मे दक्षिण के कई राज्य सौपें गए। उन्होंने केरल जैसे राज्य में पार्टी के विस्तार के लिए महत्वपूर्ण कार्य किया।
आमतौर पर परम्परागत दक्षिण भारतीय धोती और आधे बांह का कुर्ता पहनने वाले संतोष अध्ययनशील प्रवृत्ति के हैं। कहा जाता है की उनकी स्मृति गजब की है। अपने सिद्धांतों के प्रति वे सख्त हैं। विभिन्न मुद्दों पर वे अपनी राय मुखरता के साथ रखते हैं। सोशल मीडिया पर भी वे विभिन्न मुद्दों पर मुखर रहते हैं। वे भाजपा में उस पीढ़ी के नेता हैं, जो तकनीकि प्रेमी हैं। तकनीकि का राजनीति में अधिकतम लाभ कैसे लिया जा सकता है, यह वे बखूबी जानते हैं।

This is happening at a time when India is in muddied waters of second wave of Covid 19. This may partly explain for China showing no hurry to pull its troops back from Ladakh border or shrugging off Indian policy actions on limiting Chinese investments.
Chinese economy, the world’s second-largest, grew by 18.3 % in Q1 2021 on base of $ 16 trillion annual GDP though on lower base effect. Chinese economy is set to surpass US by 2026-2028 which is minimum 5 years earlier than anticipated. US economy grew by 8.3% in Q1 2021 on base of $ 22 trillion annual GDP with no signs of slowness.
Immediately post the $ 1.9 trillion coronavirus bailout bill, President Biden launched a $ 2.2 trillion proposal to shore up crumbling U.S. infrastructure. The bill could accelerate the US economy and set a global battle with China over resources.

China is asserting global leadership in another strategic humanity challenge on Climate change. Xi didn’t meet John Kerry, U.S. climate envoy while he was in China last week compared to his reception in India. At same time, Xi spoke to Macron and Merkel, his French and German counterparts in a virtual summit on Climate matters receiving compliments on Chinese steps on climate reduction. US seems keen to have Xi joining the 22-23 April climate summit called by President Biden than the other way round. China loomed large in Biden’s meeting with the Japanese PM Yoshihide Suga last week in White House on almost every aspect from economy, human rights, semiconductors and others.
Climate change technologies like carbon and methane sucking, low energy consumption data centres and electronics etc shall be among most valuable technologies of the future. Increasing reliance on chips shall eventually lead to greater climate impact. The poster child of semiconductor industry and one of developed world’s rainiest places, Taiwan is ironically facing its worst drought in 50 years, shutting off irrigation across tens of thousands of acres and compensating farmers for lost income in order to keep its water guzzling semiconductor industry humming.
President Biden met 20 top business executives on chip industry’s challenges impacting global manufacturing with plans to help them fix the semiconductor shortage with his new $ 2 trillion infrastructure bill which includes $ 50 billion for semi-conductors. US has relied much on Asia specially Taiwan for semiconductors exposing structural and national security vulnerability. Currently, U.S. has only 12% of global semiconductor production capacity, down from 37% in 1990.
Chinse and US global manoeuvring coupled with Russian foreign minister Sergei Lavrov landing in Pakistan after 9 years with chatter of developing strategic trust, China signing $ 350 billion deal with Iran spread over 25 years, impending US withdrawal from Afghanistan and Chinese influence visible in military takeover of Myanmar have material consequences on India’s strategic choices. Unfortunately, this is happening at a time when India is struck with a large second wave of Covid infections distracting national leadership with unpredictable consequences in short to medium term.
As India has felt the need now to support vaccine makers with bold backing, it must also take similar steps in AI, clean tech, blockchain etc in far better coordinated and bold ways. As US didn’t hesitate to block key raw materials for making vaccines while being a global leader, we must act boldly to protect our interests balancing our desire to expand global influence. Many key technology policies like AI, blockchain, comprehensive cyber security, data protection, chip design and manufacturing etc have been in works for long time compared to good progress on PLI on electronic parts manufacturing.
It has led to global companies stealing march over potential homegrown companies for AI solutions using data of millions of farmers which should rather happen with a robust policy framework in place.
Key national strategic technology policies should be decoupled from the general political dynamics and be led by an integrated technology policy leadership. If President Biden can consider US high tech related policies worthy of being in national security and development agenda with bold goals and determination, India can take a leaf from the book. The current government has shown will and capacity to take bold decisions in past with strategic intent and hope they will demonstrate the same will in context of India’s leadership in technology.

India’s approach has been built on scientific and epidemiological pillars, guided by Global Best Practices, SoPs of WHO as well as our India’s foremost experts in the National Expert Group on Vaccine Administration for Covid-19 (NEGVAC).
India has been following a dynamic mapping model based on availability of vaccines & coverage of vulnerable priority groups to take decisions of when to open up vaccinations to other age-groups. A good amount of coverage of vulnerable groups is expected by 30th April.
उत्तराखंड में आयुष्मान भारत एवं अटल आयुष्मान योजना के निःशुल्क कार्ड बनाने के लिये राज्य स्वास्थ्य प्राधिकरण द्वारा अब न्याय पंचायत स्तर पर शिविरों के माध्यम से पात्र लाभार्थियों के कार्ड बनाये जाएंगे।
अभियान को सफल बनाने के लिए शनिवार को राज्य स्वास्थ्य प्राधिकरण के अध्यक्ष दिलीप कुमार कोटिया ने राज्य के 600 ग्राम प्रधानों को वीडियो कॉन्फ्रेंस के माध्यम से संबोधित किया। कोटिया ने प्रधानों से कहा कि आयुष्मान कार्ड बनवाने में प्रधानों की विशेष भूमिका है।
ज्ञातव्य है कि आयुष्मान कार्ड के लिये अभी तक 30 रूपये का शुल्क लिया जा रहा था। मगर भारत सरकार एवं उत्तराखण्ड सरकार द्वारा निःशुल्क कार्ड बनाए जाने के निर्णय उपरान्त राज्य स्वास्थ्य प्राधिकरण द्वारा न्याय पंचायत स्तर पर जन सेवा केन्द्रों के माध्यम से शिविर आयोजित कर सभी के कार्ड बनाये जाने के लिए विशेष रणनीति अमल में लायी जा रही है।
अभी तक 30 रूपये शुल्क देकर 43 लाख कार्ड बन गये हैं और लगभग 35 लाख कार्ड बनाए जाने शेष हैं। कोटिया ने बताया कि यह शिविर राज्य के 662 न्याय पंचायतों में दो चरणों कमशः 23 से 27 मार्च 2021 तथा 30 मार्च से 5 अप्रैल 2021 के दौरान लगाए जाएंगे। कार्ड बनाये जाने के लिये पंचायती राज तथा महिला एवं बाल विकास विभाग के कर्मचारी एवं अधिकारियों द्वारा सहयोग किया जाएगा और उनके स्तर से आयुष्मान कार्ड बनाये जाने के लिये पात्र लाभार्थियों को प्रेरित भी किया जाएगा।
वीडियो कांफ्रेंस के दौरान जानकारी दी गई कि आयुष्मान कार्ड बनाए जाने के दौरान प्रत्येक विकास खण्ड के अंतर्गत सर्वश्रेष्ठ कार्य करने वाली प्रथम तीन ग्राम पंचायतों को विशेष रूप से पुरस्कृत किया जाएगा और पूरे जिले के अंतर्गत सबसे उत्तम कार्य करने वाली ग्राम पंचायत को राज्य स्तर पर मुख्यमंत्री द्वारा विशेष सम्मान व पुरस्कार दिया जाएगा।
राज्य स्वास्थ्य प्राधिकरण द्वारा उन सभी लोगों की सूची जन सेवा केन्द्रों को उपलब्ध करा दी गयी है जिनके कार्ड बन गए हैं और इस सूची के आधार पर छूटे हुए लोगो के कार्ड बनाये जाने का विवरण ग्राम प्रधानों को उपलब्ध कराया जा रहा है ताकि उन्हें चिन्हित करते हुए कार्ड बनाए जा सके।
Union Minister of Textiles and Women and Child Development Smriti Zubin Irani addressed the closing ceremony of 24th National Youth Festival (NYF) in the presence of Union Minister of State (I/C) for Youth Affairs and Sports Kiren Rijiju in New Delhi. The festival was celebrated in a hybrid mode from 20th December, 2020 in three phases namely, District level, State level and National level.
On this occasion, Secretary, Youth Affairs Usha Sharma, Joint Secretary Asit Singh, Joint Secretary, Sports, Siddhartha Singh and other dignitaries of Ministry were present. The remarkable cultural performances by the youth volunteers of NYKS and NSS on the occasion exuded a wonderful spirit of Ék Bharat Shreshtha Bharat’.
Addressing the youth volunteers on the occasion, the Union Minister Smriti Irani said that ‘sensitive youth’ will create a New India. She called upon the youth of the country to march ahead on the path of progress holding the hand of those who need help. Irani complimented the Ministry of Youth Affairs & Sports for organising a very extraordinary and colourful valedictory function. She stated that cultural presentations of various states presented a unified India which exihibits the zeal, capability and extraordinary talent of the youth of the country. The Youth Anthem tied the entire country in one string, she added.
Union Minister of State Kiren Rijiju said that by taking inspiration from Prime Minister Narendra Modi, his ministry has given a new colour to the 24th National Youth Festival. Rijiju added that this edition is unique in many ways. The festival has been organised in virtual mode for the first time keeping in view the challenges of covid-19 pandemic but enthusiasm of NYKS & NSS volunteers made this event successful.
Rijiju said that Ministry of Youth Affairs is going to launch a big programme on National Girl Child Day on Beti Bachao Beti Padhao in collaboration with Ministry of Women and Child Development. Rijiju added that we will run this program the whole year. The Department of Sports will take the lead role and it will be supported by NYKS & NSS Volunteers. Along with this, the Ministry will celebrate 125th birth anniversary of Netaji Subhash Chandra Bose on a large scale.
A 10 member delegation of Ladakh met the Union Home Minister Amit Shah Wednesday. In view of the difficult geographical conditions and strategic importance of Ladakh, all the representatives expressed their concern with respect to conservation of language, culture and land of Ladakh, participation of the people of Ladakh in its development, protection of employment and changes in the demography of Ladakh region. A protest was also held in this regard before the LAHDC elections.
The Home Minister, Shah informed that under the leadership of Prime Minister Narender Modi, the Union Government is committed towards the development of Ladakh and conservation of the land and culture of Ladakh. By conferring the status of Union Territory on Ladakh, the Modi government has displayed its commitment towards fulfilling the long pending demands of the people of Ladakh.
A meeting was held under the chairmanship of the Union Home Minister Amit Shah, wherein it was decided that in order to find an appropriate solution to the issues related to language of Ladakh, culture of Ladakh and conservation of land in Ladakh, a committee will be constituted under the leadership of G.Kishan Reddy, MoS (Home). The committee would comprise of members of the delegation who met the Home Minister today, elected members from Ladakh, members of the LAHDC Council and ex-officio members representing the Government of India and the Ladakh administration.
The members of this committee will consider the concerns expressed by the members of this delegation to find an early solution to the same and the views of this committee would also be taken due cognizance of while taking a final decision.
New Delhi. Minister of Petroleum and Natural Gas and Steel Dharmendra Pradhan today said that Prime Minister Narendra Modi has made Swachhta a Jan Andolan which is drawing wide participation from society, urban and rural areas alike. He was speaking at the awards distribution ceremony for Swacchta Pakhwada in the petroleum industry. He also said that the petroleum industry has been contributing to this Jan Andolan, giving boost to its momentum and appealed to intensify this further and re-dedicate to this cause.
“As India completes 75 years of its independence in 2022, we must realise the dream of a Swacch Bharat”, he further added. He also called for greater involvement of private sector oil and gas companies in Swacch Bharat Abhiyan and suggested to PSUs to build state-of-the-art toilet facilities at all pilgrim centres and major tourist attractions in the country. He handed over the awards to oil and gas PSUs for Swacchta Pakhwada and Swacchta hi Sewa campaigns.
Pradhan complimented the winners of Swachhata Hi Seva 2019 and Swachhta Pakhwada for their efforts in raising awareness on various aspects of cleanliness, including waste management and eliminating single-use plastics.
Following Swachhta Pakhwada Awards were presented: First Prize- IOCL, Second Prize- BPCL, 3rd Prize- ONGC, Special Award- HPCL Swacchata hi Sewa: 1st- HPCL, 2nd-BPCL, 3rd-IOCL.
In the Union Budget 2020, Union Minister of Finance Corporate Affairs Nirmala Sitharaman had made an announcement for setting up an International Bullion Exchange at the International Financial Services Centre in GIFT City, Gandhinagar, Gujarat.
Subsequently, the Government of India had notified the bullion spot delivery contract and bullion depository receipt (with bullion as underlying) as Financial Products and related services as Financial Services under the International Financial Services Centres Authority (IFSCA) Act, 2019.
IFSCA has been entrusted with the responsibility of operationalization of this Exchange. In this regard, International Financial Services Centres Authority (Bullion Exchange) Regulations 2020 were approved by the Authority in its meeting held on October 27. The said regulations have been notified and published in the Gazette of India on December 11.
The regulations inter alia cover the Bullion Exchange, Clearing Corporation, Depository and Vaults. The regulations are divided into the 16 chapters. First half of the regulation deals with the Exchange and Clearing Corporations while the second half pertains to the Vaults and Depositories and related provisions.

उत्तराखंड (Uttarakhand) भाजपा (BJP) के प्रदेश महामंत्री (संगठन) अजेय ने पार्टी के भीतर एक नई पहल शुरु की है। विगत दिवस कुमायूं मंडल के विस्तृत भ्रमण के दौरान उन्होंने तमाम स्थानों पर पार्टी कार्यकर्ताओं की बैठकें लीं। मगर ये बैठकें रुटीन में आयोजित होने वाली बैठकों से अलग थीं। इन बैठकों में कई स्थानों पर भावुक कर देने वाले दृश्य भी देखने को मिले। ऐसे दृश्यों के पीछे बड़ा और स्वाभाविक कारण था।
संगठन मंत्री अजेय ने बैठकों में वर्तमान पदाधिकारियों के साथ-साथ पार्टी के पुराने और बुजुर्ग कार्यकर्ताओं भी आमंत्रित किया था। आमतौर पर पुराने व पद पर न रहने वाले कार्यकर्ताओं को भुला दिया जाता है। उन्हें अपेक्षित सम्मान नहीं मिल पाता है और वे पार्टी में अपने को उपेक्षित महसूस करते हैं। कई बार ऐसे कार्यकर्त्ता व नेता अपनी पीड़ा जाहिर भी करते हैं। उनकी अपेक्षा मात्र इतनी रहती है कि उनके क्षेत्र अथवा नगर में आ रहे वरिष्ठ नेताओं, निर्वाचित जन प्रतिनिधियों के आगमन की सूचना उन तक भी पहुंचा दी जाए। ताकि, वो भी उनको मिलने पहुंच सकें और अपनी बात उन तक पहुंचा सके।
अजेय द्वारा वरिष्ठ और पुराने कार्यकर्ताओं को बैठक में बुलाने और उनके हाल-चाल जानने से कई कार्यकर्ता भावुक हो गए। ऐसे कार्यकर्ताओं ने संगठन मंत्री के सामने अपने मन की बात रखी। पुराने अनुभव व संस्मरण भी सुनाए। इस दौरान संगठन मंत्री ने उनके योगदान की चर्चा की और कहा की पार्टी आज जिन ऊंचाइयों तक पहुंची है, उसमें उनके महत्वपूर्ण योगदान को नहीं नकारा जा सकता है। अजेय ने पुराने व बुजुर्ग कार्यकर्ताओं को शॉल ओढ़ाकर सम्मानित किया। यही नहीं वे कई बुजुर्ग और अस्वस्थ चल रहे कार्यकर्ताओं के घर गए और उनकी कुशल क्षेम भी पूछी। प्रदेश संगठन मंत्री की इस पहल का पार्टी कार्यकर्त्ता सराहना कर रहे हैं।
उल्लेखनीय है कि संगठन मंत्री के रुप में अजेय का उत्तराखंड में अभी मात्र एक वर्ष का कार्यकाल हुआ है। वो इससे पूर्व कई वर्षों तक संघ के प्रचारक बतौर उत्तराखंड में ही कार्य कर चुके हैं। उत्तराखंड आने से पहले वे भाजपा की पश्चिम उत्तर प्रदेश इकाई के संगठन मंत्री के पद पर कार्यरत रहे हैं।
